The Civil Military Personal Union Association (UPMAC), an NGO recognized in Argentina, has presented the Government with a proposal titled 'Contributions for a General Amnesty.' This document is based on the legal work of former judge Dr. Silvia Marcotulio, who dismantled misconceptions about the viability of implementing a general amnesty.

The objective of this proposal is to achieve national pacification and close the gap that has divided Argentina since the 1970s. UPMAC, along with prominent jurists, submitted a letter to the Ministries of Defense and Justice on January 31, 2025. Among the representatives of UPMAC are Colonel (R) Francisco Ricardo Verna as president, Navy Captain (R) Emilio Horacio Giménez as first vice president, and Brigadier (R) Jorge Alfredo Sarli as second vice president.

The organization, which has legal personality IGJ J00017/2003, seeks definitive reconciliation and pacification in Argentina. A high-level source within the NGO mentioned that UPMAC will disseminate the Government's response to this proposal in the future, highlighting the importance of the initiative for Argentine society.

In the words of Dr. Silvia Marcotulio, who was a judge of the Criminal Chamber of Río Cuarto, Córdoba: 'A general amnesty is a legal instrument that can significantly contribute to overcoming past conflicts and advancing towards a more cohesive and just society. Its implementation requires careful analysis and a real commitment to democratic values.'
